In short:
- The Swiss nicotine market keeps shifting towards smoke-free products such as nicotine pouches, snus, e-cigarettes and heated tobacco.
- Since 1 October 2024 the Tobacco Products Act (TabPG) applies: sales only from age 18, with age checks online as well.
- Disposable e-cigarettes are subject to a tax, cantonal bans (Valais, Geneva) and, since April 2026, a strict 2 ml limit.
Nicotine consumption in Switzerland is changing. More and more adults who use nicotine are switching from the classic cigarette to nicotine pouches, snus, e-cigarettes or heated tobacco. This is not a short-lived hype but a shift that is reshaping the entire market. In this article you will learn which product categories matter in 2026, what drives buyers, which rules apply and what to look out for when buying.
First things first: nicotine is addictive. Smoke-free products are not risk-free either. If you don't smoke, don't start.
Market development: what is moving in 2026
Classic cigarettes are losing market share while smoke-free products are growing. According to the report on tobacco and nicotine use in Switzerland (FOPH/ZHAW, in German), around 23% of the population use tobacco or nicotine products every month. E-cigarettes and snus are among the categories with the clearest growth.
The variety is striking: where there used to be only a few kinds of tobacco, there are now hundreds of flavours, tobacco-free variants and a wide range of nicotine strengths. Nicotine pouches are growing mainly thanks to new flavours and strengths clearly stated in mg per pouch.
| Product category | Trend |
|---|---|
| E-cigarettes (disposable and pod systems) | rising, heavily regulated |
| Nicotine pouches and snus | rising |
| Heated tobacco | moderately rising |
| Classic cigarettes | declining |
| Snuff | stable |
Three factors drive this development: first, manufacturers keep launching new formats and flavours. Second, social attitudes are changing because smoke and smell are unwelcome in many situations. Third, the new regulation sets clearer rules for sales, tax and product size.
The main smoke-free products compared
Nicotine pouches and snus are placed under the upper lip. The nicotine is absorbed through the oral mucosa: no vapour, no smoke, no smell. Snus contains tobacco, nicotine pouches (All White) are tobacco-free. The strength is stated per pouch, which makes choosing easy. More in our guide Snus dosage: which strength is right?
E-cigarettes heat a liquid and produce vapour. There are disposable devices and rechargeable pod systems such as the ELFA Pro or Aroma King SMART, where only the pods are replaced. Pod systems do not count as disposable devices and are usually cheaper per ml in the long run.
Heated tobacco heats tobacco without burning it. It is aimed at adults who want to keep the taste of tobacco.
| Criterion | Nicotine pouches/snus | E-cigarettes | Heated tobacco |
|---|---|---|---|
| Discretion | very high | medium | medium |
| Starting cost | low | low to medium | high |
| Flavour variety | high | very high | low |
| Strength stated as | mg per pouch | mg/ml | fixed |
| Smell | none | slight | tobacco-like |
A detailed comparison can be found in Snus vs vapes: differences and buying guide and in IQOS TEREA, nicotine pouches or snus?
Tip: many people underestimate the strength of modern pouches. Choose a strength that matches your current use and don't increase it unnecessarily. Too much nicotine can cause dizziness, nausea or a racing heart.
Who buys what – and why?
Among younger adults, nicotine pouches and fruit-flavoured e-cigarettes are particularly popular, while older adults tend to stick with heated tobacco or classic snus with a tobacco taste. The most common buying motives:
- Discretion: no smoke, no smell, usable where smoking is not allowed
- Taste: from mint to berries to coffee
- Price: cigarettes are expensive in Switzerland, so many compare prices per pouch or per ml
- Convenience: easy to use, no lighter needed
Price plays a big role in Switzerland. How to work out the cost per pouch, day and month is shown in How much does snus cost? For e-cigarettes, tax makes up a noticeable part of the price: details in Vape tax in Switzerland. A possible higher tax on tobacco-free nicotine products is still being debated politically (in German).
Sustainability is also becoming more important: disposable vapes create electronic waste, while with pod systems only the pods are replaced. Disposable devices always belong in the electronic waste collection.
Regulation 2026: what applies in Switzerland
- Tobacco Products Act (TabPG) since 1 October 2024: tobacco products, nicotine products including nicotine pouches, e-cigarettes with and without nicotine and heated tobacco may only be sold to people aged 18 and over. Age checks also apply to online retail – more in Age verification when buying online.
- Taxes: since 1 October 2024 an e-cigarette tax of CHF 1.00 per ml applies to disposable e-cigarettes (including nicotine-free ones) and CHF 0.20 per ml to nicotine-containing liquids and refills, plus 8.1% VAT. Snus and nicotine pouches are taxed at 10% of the retail price.
- Disposable vapes: not banned nationally, but Parliament has called for a ban (date of entry into force open). Cantonal bans apply in Valais and Geneva. The current status is in Disposable vape ban: which cantons?
- 2 ml limit: on 14 April 2026 the Federal Supreme Court ruled that the tank of disposable e-cigarettes may hold no more than 2 ml and may not be extended by a connected cartridge or additional tank. Hybrid and "Big Puff" devices can therefore no longer be sold.
- Snus has been legal in Switzerland since 2019. An overview is given in Snus legal situation in Switzerland.
- Advertising: stricter advertising bans (popular initiative "Children and young people without tobacco advertising") are expected to come into force in the first half of 2027.
SRF reported (in German) that nicotine pouches are often people's first contact with nicotine. This underlines why consistent age checks matter.
Risks you should know about
- Addiction: nicotine is addictive, regardless of the product.
- Overdose: caution is needed especially with strong pouches. Overview: The strongest nicotine pouches.
- Combined use: using several products at the same time quickly leads to more nicotine than planned.
- Children: always store pouches and liquids out of children's reach. In an emergency: Tox Info Suisse 145, emergency number 144.
Our view
We watch the market every day and see that many people underestimate how quickly new habits creep in. People who switch from cigarettes to pouches often reach for the product more frequently because the threshold is lower. Our article Nicotine in everyday life describes how routines shape consumption.
Regulation will keep increasing, especially for disposable vapes and advertising. That is right, because it protects young people. At the same time, new flavours and formats remain the driving force of the market. Our advice: compare products, look for clear strength information and only buy from retailers with age checks.
